Billy Ray Cyrus to Star With Heather Locklear in New Movie

'Flying By' stars Cyrus as a real estate developer who decides to rejoin his high school rock band after 25 years. There's no word yet on a release date for 'Flying By.' But it won't likely be anytime near May 1, 2009, when 'Hannah Montana: The Movie' is expected in theaters.
