Giving her the title of 'Best Sparkle,' PEOPLE magazine has included Taylor Swift in its annual Best Dressed issue. "Taylor is country music's reigning princess, and she is always dressed appropriately in shimmering frocks," states the issue, which hits newsstands this Friday (Sept. 18). "Anything that glitters hypnotizes me," says Taylor of her red carpet dazzlers.
